The Guttenberg city council reviewed a budget timeline, discussed a zoning request and set a public hearing for the SOO Green franchise ordinance at its monthly meeting on Dec. 9.

City Manager Jamie Blume presented the tentative budget timeline to the council. Budget planning began with a budget workshop in November and will end with a public hearing and budget adoption in April. The budget is due to the County Auditor by April 30.

The council discussed a request to amend the zoning ordinance to change four lots in Block 30 from Residential-2 to Commercial - 1 in order to construct a storage building. A neighboring resident, Mick Pierce, spoke of concerns with spot zoning sand with the fill material in the area. The Planning and Zoning Commission had voted in favor of the request; however Mayor Fred Schaub said he was not in favor of changing the ordinance, saying, “We would like to see low incoming housing more than storage buildings.” The matter was tabled in order to check on zoning requirements for “shouse”-type structures.

A special meeting was set for 3 p.m., on Monday, Dec. 23, for a public hearing on the SOO Green Franchise Ordinance and as well as on an unrelated matter regarding the sale of property. 

The council approved the lift station easement agreement with the Coon property off Acre Street as discussed at previous meetings. 

Dave Brown spoke to the council regarding some property he owns along the west side of Highway 52 across from Kann Mfg. Brown said, “It should be utilized for more than just sitting there,” he said and added he would like to bring in fill material to build up the area and develop it. After discussion that touched on ponding area requirements, it was decided to table the request to get input from the Army Corps of Engineers and to contact the Iowa DOT about metal pipes under the highway 

The council reviewed a list of fees and permit charges as presented by the City Manager and decided not to offer notary services. 

The council approved McKinley Rans as a fifth full-time police officer. 

The purchase of time card software was authorized by the council. It will integrate with the city’s new accounting software.

The city received a complaint about a sandwich sign on the sidewalk for a benefit meal. The city manager will review city code addressing such signs.
