Contractor selected for McGregor lift station, force main project

Update also provided for Main Street Project

The McGregor Council, at its Nov. 17 regular meeting, awarded a contract to Boomerang Corp., for the Front Street Lift Station and Force Main Project. The work is part of the city’s upcoming $9.5 million Main Street Sewer Project, but will be completed separately from the water, sanitary sewer and storm sewer utility upgrades and full re-construction of Main Street.

 

The $508,774 bid from Boomerang Corp., which is based in Anamosa, was one of four submitted for the project.

 

“It did come in about 40 percent higher than the original estimate,” said Alex Jaromin, project engineer with Davy Engineering, who spoke at the meeting with project manager Mark Davy. “The actual force main portion, the unit pricing came in rather close to what we originally estimated. However, the section A cost, which was the lift station equipment, came in relatively higher. Equipment prices have just increased drastically in the last year, or even the last few months.”

 

Jaromin said re-bidding or delaying the project would not save costs.

 

“Prices on the equipment are going up at this point,” he explained, “and that would just delay any scheduling of the Main Street project as well.”

 

“But if we can get the order in before the end of the year, we may be able to negotiate a price deduct, which would be awesome,” Davy added.

 

The project will include construction of a new Front Street lift station and corresponding force main. It has a substantial completion date of April 1, according to Jaromin.

 

“That is so the Main Street project can essentially take off from there,” he said.

 

Jaromin also provided a status update on the Main Street Sewer Project, noting that plans have been submitted to the Iowa Department of Transportation and Jan. 19 has been set as the bid date.

 

“Iowa DOT will actually be the entity that’s signing the contract. DOT will cover all the construction costs and, at the very end of construction, per the cooperative agreement, the city will reimburse the DOT at that point. That’s when the city will apply for the SRF loan that will cover the Main Street construction cost minus the $4.5 million from the DOT,” Jaromin said.

 

At the August council meeting, Jaromin said the Main Street Sewer Project is slated to start in 2022 and be completed over a two-year period. 2022 will include the lift station and force main, as well as work on Main Street from River Street to B Street, through McGregor’s downtown historic district. In April/May 2023, construction would start south of B Street and continue down Main Street, past St. Mary’s Catholic Church to Buell Avenue. It would be complete in the fall of that year.

 

“We have a general phasing for DOT, just to basically maintain constant access to that pivot point, B Street, for truck traffic. However, as far as real detailed phasing, we’ll have to discuss that once a contractor is on board,” Jaromin said.

 

Other finer details will also fall into place once a contractor has been selected, Davy added.

 

“Ultimately, the contractor is who is in charge of the project. We’ll certainly have people here making sure he’s doing what he’s supposed to be doing, but as far as, ‘Hey, where am I going to get my mail? Where am I going to take my garbage?’ Those are the details where we’ll work with the contractor and talk to the residents as we get more information,” he stated. “We will be having some public information meetings as we get closer. I would expect to see something maybe mid-spring on what the plans are.”
