A special meeting of the Prairie du Chien Common Council was held on Tuesday, July 6, 2021 at 7:00 P. M. in the Council Chambers of City Hall. Mayor Dave Hemmer called the meeting to order. GENERAL ITEMS TO BE ACTED UPON 1. Call to order/Roll Call – Gilberts, Myers, Riebe, Bremmer, Wittrig and Ingham, present. Ziegler present via Zoom, Solomon absent. City Staff present, Mayor Dave Hemmer, City Administrator Chad Abram and City Planner Garth Frable. 2. Certification of the open meeting law agenda requirements and approval of the agenda. Motion: Bremmer, Second: Gilberts, Roll Call Vote: 7-0 3. Pledge of Allegiance: Led by Nate Bremmer 4. PUBLIC HEARINGS - None 5. CONSENT AGENDA: A. COUNCIL – June 15, 2021 B. FINANCE – June 15, 2021 C.MAYORAL APPOINTMENTS TO DESIGN AND PRESERVATION COMMITTEE (Note: These items may be approved on a single motion and vote due to their routine nature or previous discussion. Please indicate to the Mayor if you would prefer separate discussion and action.) – Action: To approve the consent agenda. Motion: Gilberts, Second: Ingham, Voice Vote: 7-0. 6.ITEMS REMOVED FROM CONSENT AGENDA 7. CITIZENS’ COMMENTS, RESOLUTIONS AND PRESENTATIONS A. DISCUSSION AND ACTION: RESOLUTION 2021-20 REQUESTING FINANCIAL ASSISTANCE THROUGH THE IDLE SITES REDEVELOPMENT PROGRAM TO SUPPORT THE BLACKHAWK JUNCTION REVELOPMENT PROJECT, AUTHORIZING THE CITY ADMINISTRATOR TO ACT ON BEHALF OF THE CITY OF PRAIRIE DU CHIEN AS IT RELATES TO THE GRANT, AND RESOLVING TO MEET ALL FINANCIAL OBLIGATIONS OF THE GRANT. – Action: To approve Resolution 2021-20 and waive the first and second reading. Motion: Gilberts, Second: Bremmer, Voice Vote: 7-0. 8. CITY ADMINISTRATOR REPORT – None 9. COMMITTEE REPORTS AND ACTIONS A. PLAN COMMISSION 1.DISCUSSION AND ACTION: on Crawford County Certified Survey located in Farm Lot 43, of the Private Land Claims at Prairie du Chien. Including Part of Lot 1, Crawford County Certified Survey Map Number 237, and All of Lots 1, and 2, Crawford County Certified Survey Map Number 1220, City of Prairie Du Chien, Crawford, Wisconsin. (brought by the Prairie du Chien Memorial Hospital Association Inc.) – Action: To approve the CSM. Motion: Gilberts, Second: Bremmer, Voice Vote: 6-0. Riebe abstained. B. FINANCE 1. DISCUSSION AND ACTION: Claims. Action: To direct City Administrator Abram to go through and approve the claims. If questions when internet is back out reach out to Administrator Abram. Motion: Gilberts, Second: Riebe. Voice Vote: 7-0. 10. NEW BUSINESS (Including items for future agenda consideration or Committee assignment) A. DISCUSSION ON ACTION: of the City of Prairie du Chien on behalf of the Prairie du Chien Airport approving and acquiring an avigation easement on “Airport Parcel #17D.” – Action: To approve avigation easement on Airport Parcel 17. Motion: Gilberts, Second: Wittrig, Voice Vote: 6-0. Riebe abstained. B. DISCUSSION ON ACTION: of the City of Prairie du Chien on behalf of the Prairie du Chien Airport approving and acquiring an avigation easement on “Airport Parcel #36.” – Action: To approve airport avigation easement airport parcel 36. Motion: Bremmer, Second: Ingham. Voice Vote: 6-0. Riebe abstained. 11. ADJOURNTO CLOSED SESSION (7:13 P.M.) – Motion: Gilberts, Second: Wittrig Roll Call Vote: 7-0. A.
