Two arrested on drug charges after allegedly fleeing area officers

Two Grant County men were arrested in Prairie du Chien Sept. 22, on drug possession and other charges following a traffic stop from which they fled officers, according to a news release from the Grant County Sheriff’s Department.

At around 11:30 p.m., that Saturday, the Wisconsin State Patrol attempted to stop a vehicle on Highway 18 for a traffic violation. The vehicle refused to stop and traveled west toward Prairie du Chien. It then turned south on Industrial Boulevard and crashed in a field. Two subjects fled the vehicle, leaving a female subject in the back seat. The State Patrol requested assistance from the Grant County K-9 Unit. Deputy Hottenstein arrived on scene with K-9 Riggs and, with backup from the Prairie du Chien Police Department, a track was started.

K-9 Riggs located the first subject, later identified as Allen Penewell, 24, Lancaster, in a swamp about 90 feet from the vehicle. Penewell refused to show his hands and cooperate, so K-9 Riggs was utilized for an apprehension and Penewell was taken into custody.

K-9 Riggs started tracking again and located the second subject, later identified as Robby Campbell, 34, of Potosi, about 200 feet away. Campbell also did not show his hands or cooperate, so K-9 Riggs was utilized for another apprehension. Campbell was taken into custody and then to Crossing Rivers Health for treatment of injuries and low body temperature. 

Campbell was charged with possession with intent-methamphetamine, possession of drug paraphernalia, possession of THC, obstructing justice, operating with restricted controlled substance-second offense, operating after revocation (OWI related), flee/elude officer, speeding and a warrant arrest.

Penewell did not have injuries that required medical attention. He was taken to the Crawford County Jail on charges of possession with intent-methamphetamine, possession of drug paraphernalia, possession of THC, obstructing justice and a warrant arrest.

The Crawford County Sheriff’s Department also assisted at the scene.
