School District tax 

rate to stay the same

The Prairie du Chien School Board approved of the 2016-2017 budget and tax levy  at the District Budget Hearing Monday night at the high school.  Per a motion by Christine Panka and a second by Lynn O’Kane, the total levy was passed unanimously at $5,489,327. The levy had been projected at $5,321,701 but it went up due to changes in some final figures from the state, said District Administrator Drew Johnson. 

The total levy of $5,489,327 is a 6 percent increase from the 2015-2016 levy of $5,175,631. The total TIF-OUT property valuation in the school district is $514,949,093 which is up from the $485,515,226 for 2015-2016.

The referendum debt service fund is $1,385,823, which is down from the $1,406,800 of last year.

The tax rate for school purposes will remain $10.66, the same as the past four years. A tax rate of $10.66 means that the owner of a property valued at $100,000 will pay $1,066 in taxes for school purposes. The owner of a $200,000 property will pay $2,132.

The tax rate didn’t increase despite the passage on April 5 of an $18.9 million referendum for facilities upgrades and to increase the revenue cap limit. The tax rate stayed the same in large part because the district is in its last year of paying off the loan for the construction of Bluff View Intermediate School. The new 20-year loan for facilities upgrades in all three school buildings will begin the year after the loan for the construction of Bluff View is paid off.

Also, the new loan for the facilities upgrades has an interest rate of less than 3.5 percent, which means that the payments will be slightly lower than the payments were for constructing Bluff View.

Prairie du Chien had one of the lowest base revenue limits per student in the state at $9,214.91 coming into this year. Because of the passage of the referendum, the revenue limit per student is expected to increase to approximately $10,054 per student. The increased revenue limit provides additional funding necessary for community supported programs, counseling services and intervention programs, as well as for attracting and retaining high quality educators, and providing for utility costs and air conditioning. Other schools in the Southwest Wisconsin Conference have an average revenue limit of $10,289.
