Work resumes on two-story, eight-bedroom PdC house

Interior construction and property cleanup has resumed at the two-story, eight-bedroom house located at the intersection of Iowa Street and Wacouta Avenue in Prairie du Chien.

Last October, a notice to cease construction was placed on the front door at 225 S. Wacouta Ave. by the city of Prairie du Chien’s planning and zoning department, which had not seen state approval of building plans and code requirements.

But, in the past couple of weeks, work has resumed at the house, which is owned by River to Valley Initiatives Inc.

The Prairie du Chien Plan Commission met in October with RVI representative Judy Wall and the owners of AAA Family Homes, who then applied for a conditional use permit to operate a community-based residential facility (CBRF) at that location, which is zoned R-3 high density residential. A public hearing was held at that time and about a half-dozen community members shared concerns as well as support.

At the meeting, City Attorney Lara Czajkowski Higgins determined the commission had no jurisdiction to deny the conditional use permit. The commission took no action.

When contacted Friday regarding the CBRF project, William Graser, of AAA Family Homes, which runs the Kandoo Home in Soldiers Grove, said he preferred not to comment about the property at this time. When asked if AAA is still working with RVI on the project, he referred further questions to RVI.

When Wall was contacted last week, she said she is waiting for countertops to arrive before she’d like to provide an update on the house’s status. She expects that to happen in two to three weeks.

City Zoning Administrator Julie Jackson noted Friday that the state-approved plans, required by the city’s building inspection department, have not been received for the house.

“To the best of our knowledge, based on the most recent information received from the property owner, that building is no longer intended to be used as a CBRF at this time.”
