Felony charges filed in Grant County against PdC woman

Charges were filed against Cheryl A. Bartels, 58, of Prairie du Chien, on Wednesday, July 15. The former corrections officer at the Wisconsin Secure Program Facility in Boscobel is charged with eight counts of delivering illegal articles to an inmate and 15 counts of second-degree sexual assault by correctional staff.

Bartels has not been arrested, and her initial court appearance is set for 10 a.m. Aug. 3. She could not be reached for comment Thursday.

The Grant County Sheriff’s Department started investigating Bartels on June 15 when they were contacted by prison officials.

According to court documents, an inmate identified only as EAG and a second inmate at the prison got into a fight that day. After the fight, prison staff found an iPod Touch in EAG’s cell. Staff looked at its contents to determine its owner and found several nude photos of Bartels.

Upon questioning from investigators, Bartels admitted she gave the inmate the iPod, as well as two t-shirts and three pairs of socks, according to the documents. She told investigators that she and the man started exchanging letters about one year earlier and that they “began talking sexual in the letters to each other.” Bartels considered the inmate to be her boyfriend, and they were planning “to be together” after he was released from prison.

In March, she gave the inmate the iPod, which is considered contraband at the prison. The two would exchange the device one or two times weekly, and they eventually started exchanging sexual pictures and videos of each other using it, documents state. Authorities found several photos of the two on the device.

Bartels also allegedly admitted to investigators that she and the inmate had sex in a prison closet multiple times and also committed sexual acts in a break room on more than one occasion.

Sexual contact with an inmate is a felony punishable by up to 40 years in prison, while delivering articles to an inmate is a felony punishable by up to three and a half years in prison.
